Vladivostok Becomes China's Domestic Trade Transit Port

The new regulations aim to promote the use of overseas ports to carry out domestic trade goods cross-border transport cooperation.

Recently, the General Administration of Customs issued an announcement, in order to implement the country's strategic deployment of revitalizing the northeast old industrial base, and promote the use of overseas ports to carry out domestic trade goods cross-border transport cooperation, the General Administration of Customs decided to further expand the Jilin Province domestic trade goods cross-border transport business scope.


According to the announcement, it is agreed that on the basis of the original Jilin Province domestic trade goods cross-border transportation business scope, the Russian port of Vladivostok (Vladivostok Port) will be added as a transit port for domestic trade goods cross-border transportation, and Zhejiang Zhoushan Yongzhou Container Terminal and Jiaxing Zhapu Port will be added as domestic trade goods cross-border transportation entry ports.

The new regulations will be implemented on June 1, 2023.

It is understood that the domestic trade goods cross-border transport refers to the domestic trade goods by our country off the territory of a port of departure, through overseas shipments to China off the territory of another port of transport.


Over the years, the General Administration of Customs has been paying close attention to the issue of "transporting goods from the north to the south", and has taken the initiative to coordinate with the relevant competent departments, and provide support and assistance to the cases of domestic trade goods transported through international waters put forward by the northeast provinces. In view of the long-term existence of the problem of tight transport capacity, the General Administration of Customs has also specially organized personnel to investigate and study, explore the establishment of a long-term mechanism to solve practical problems.

At the same time, in order to open up suitable transport routes, the Heilongjiang provincial government has repeatedly organized relevant departments and enterprises to go to Russia's coastal areas to investigate sea transport channels, and has been on transport routes and port issues, with the Russian authorities to reach a consensus.

The latest data from the General Administration of Customs shows that in the first quarter of 2023, the trade volume between China and Russia was 53.846 billion billion US dollars, an increase of 38.7 per cent year-on-year. Among them, China's exports to Russia were 24.074 billion US dollars, an increase of 47.1 per cent over the same period last year, and imports were 29.772 billion US dollars, an increase of 32.6 per cent.

In addition, in 2022, Sino-Russian trade will grow by 29.3 percent to reach a record 190.271 billion U.S. dollars.
