Yesterday (July 31), the Ministry of Commerce, the General Administration of Customs, the State Administration of Science, Technology and Industry for National Defense, and the Equipment Development Department of the Central Military Commission jointly issued two announcements on UAV export control.



A spokesperson for the Ministry of Commerce of responded on the same day that the Chinese government has always been committed to maintaining global security and regional stability and has always opposed the use of civilian drones for military purposes. The spokesperson said that with approval, on July 31, the Ministry of Commerce of China, in conjunction with relevant departments, issued two announcements on the export control of drones, respectively, for some drone special engines, important payloads, and radio communication equipment. And civilian anti-drone systems, etc., implement temporary export controls for a period of two years on some consumer drones, and prohibit the export of all other civilian drones that are not included in the controls for military purposes. The above policy will be formally implemented on September 1. Previously, the relevant countries and regions have been informed.


The spokesperson said that high-performance drones have certain military attributes, and it is international practice to implement export controls on them. Since 2002, China has gradually implemented export controls on UAVs, and the scope and technical standards of the controls are consistent with those of the international community. In recent years, with the rapid development of UAV technology and the continuous expansion of application scenarios, the risk of some high-specification and high-performance civilian UAVs switching to military is rising. As a major producer and exporter of drones, China has decided to appropriately expand its export controls on drones on the basis of full evaluation and demonstration, not targeting any specific country or region.

The spokesman said that China has always believed that scientific and technological progress should benefit the people of all countries. The Chinese government firmly supports Chinese enterprises to carry out international trade and cooperation in unmanned aerial vehicles in the civilian field. It is important to note that export control is not a ban on exports. As long as it is used for legitimate civil purposes, it can be exported normally after performing relevant procedures. In the future, for export enterprises with good internal compliance systems, the competent authorities will actively adopt convenient measures such as general licensing to support enterprises in complying with exports.
