At the meeting, Dang Xiaohong, deputy director of the National Port Management Office of the General Administration of Customs, said that the special action has achieved obvious phased results, which are mainly reflected in five aspects: first, further deepen the construction of "smart ports" and promote the digital transformation of ports; second, further support the upgrading of foreign trade industry and promote the healthy and sustainable development of new business type; third, further improve the safe and smooth level of cross-border customs logistics chain, to promote the development of domestic and international "double cycle"; fourth, to further clean up and standardize the import and export link compliance costs, for enterprises to reduce the burden of efficiency; fifth, to further take multiple measures to enhance the sense of acquisition and satisfaction of the majority of enterprises.

Among them, in the clean-up and standardization of import and export link compliance costs, for enterprises to reduce the burden of efficiency, this year, all localities and relevant departments to conscientiously implement the national tax reduction and fee reduction policies and measures, continue to promote the port charge catalog list publicity system and dynamic update.

At the same time, we will continue to promote the pilot work of exempting foreign trade enterprises from customs inspection from hoisting, relocation and storage costs, and the central government will pay the relevant expenses. All localities actively guide charging entities to disclose charging standards, service items and other information through the "single window", so as to facilitate enterprises' inquiry, comparison and independent selection. Through joint efforts, they can better reduce the burden and increase efficiency for enterprises.

Dang Xiaohong said that according to incomplete statistics, in the first seven months of this year, Ningbo, Shanghai, Shenzhen and other coastal ports have achieved a targeted reduction in international navigation ship pilotage (mooring) costs of about 0.15 billion yuan.

In addition, in response to a reporter's question on "in cleaning up norms and reducing import and export compliance costs, what measures have been taken", Dang Xiaohong further introduced that there are three main measures.

First, the relevant ministries and commissions, in accordance with their responsibilities, coordinate and promote the implementation of the clean-up and standardization of maritime port charges action plan, focus on promoting the implementation of the reduction and port and other charges, targeted to reduce coastal port pilotage (mooring) charges, improve the tugboat fee charging policy, and further standardize the charging behavior.

second, all localities will continue to implement the pilot work of hoisting, relocation and storage costs for foreign trade enterprises that have no problems in customs inspection, and continue to promote the publicity system and dynamic update of the list of port charges so as to realize no charges outside the list. Actively play the role of port associations, foreign trade associations, industry chambers of commerce and other intermediary organizations, strengthen industry self-discipline, and vigorously create an open and transparent port charging environment.

Third, the market supervision department should strengthen the supervision, inspection and inspection of port charges, increase external supervision and punishment, and further optimize and improve the port charging environment.

Dang Xiaohong said that through the joint efforts of various localities and relevant departments, the General Administration of Customs has consolidated the results of reducing the burden and increasing efficiency of enterprises, and enhanced the sense of gain and satisfaction of enterprises.
